Homage to Francesca P. Albanese, UN Special Rapporteur on the Occupied Palestinian Territories

Francesca Paola Albanese is an Italian legal scholar and renowned human rights expert. She was appointed on 1 May 2022 as the United Nations Special Rapporteur on the situation of human rights in the Palestinian territories occupied since 1967, with her initial three-year mandate recently renewed for another term. Today, she is one of the most outspoken international voices condemning the ongoing Israeli military actions in Gaza and the West Bank, which she has described as potential war crimes and crimes against humanity.

In her March 2024 report to the UN Human Rights Council, Anatomy of a Genocide, she stated there are “reasonable grounds” to believe that Israel has committed multiple genocidal acts in Gaza—including killing members of the Palestinian group, causing serious bodily or mental harm, and imposing life‑destroying conditions—with intent to physically destroy them in whole or in part.

She has continued to affirm this position. At a UN committee session in October 2024, she described herself as a “reluctant chronicler of genocide”, insisting the international community must recognize the situation in Gaza as genocide and consider suspending Israel’s UN membership under legal obligations to prevent such crimes

Further, in March 2025, Albanese declared that the genocide in Gaza is spreading to the West Bank, arguing that Israeli policies target Palestinians as a people across both territories and that any perceived separation between Gaza and the West Bank is false and deliberate

في تقريرها المقدم إلى مجلس حقوق الإنسان التابع للأمم المتحدة في آذار/مارس 2024، بعنوان “تشريح إبادة جماعية”، ذكرت ألبانيزي أن هناك “أسسًا معقولة” للاعتقاد بأن إسرائيل ارتكبت عدة أفعال إبادة جماعية في غزة – بما في ذلك قتل أفراد من الشعب الفلسطيني، والتسبب في أذى بدني أو نفسي جسيم، وفرض ظروف معيشية مدمّرة – بقصد تدميرهم جسديًا كليًا أو جزئيًا.

وقد واصلت تأكيد هذا الموقف. ففي جلسة للجنة تابعة للأمم المتحدة في تشرين الأول/أكتوبر 2024، وصفت نفسها بأنها “مؤرخة مترددة للإبادة الجماعية”، مشددة على أن على المجتمع الدولي الاعتراف بما يحدث في غزة على أنه إبادة جماعية، والنظر في تعليق عضوية إسرائيل في الأمم المتحدة بموجب الالتزامات القانونية بمنع مثل هذه الجرائم.

وفي آذار/مارس 2025، أعلنت ألبانيزي أن الإبادة الجماعية في غزة بدأت تمتد إلى الضفة الغربية، مشيرة إلى أن السياسات الإسرائيلية تستهدف الفلسطينيين كشعب في كلا المنطقتين، وأن الفصل المزعوم بين غزة والضفة الغربية هو فصل زائف ومقصود.
